Strengthening capacities of city officials on preparing City Sanitation Plan and Septage Management – GIZ partnership with CSE

GIZ and Centre for Science and Environment (CSE) are collaborating on ‘Capacity enhancement on preparation of City Sanitation Plan (CSP) and Septage Management’ for city officials. The two year partnership (2014-16) is part of the GIZ Sustainable Habitat Programme –Support to National Urban Sanitation Policy (SNUSP) II, aimed at improving the sanitation situation in small and medium towns in select states of India namely – Andhra Pradesh/ Telengana, Kerala and Maharashtra.  

Ensuring citywide sanitation is challenging and needs involvement of various actors /agencies, Urban Local Body functionaries and experts in areas such as urban planning, sanitation, technical infrastructure and financing. One of the main issues in enabling city wide sanitation is lack of awareness, detailed guidelines on CSP preparation with specifics on capital investments, adjustments of by-laws, adequate administrative structures and local expertise.

SNUSP in collaboration with CSE has developed a training programme for state and city officials on preparation of City Sanitation Plan and its implementation. The training programme has been especially designed to enhance the understanding of CSP, its importance, showcasing process of developing a robust CSP and septage management. The partnership builds on the experience and strengths of both institutions and help in developing more targeted interventions. 

To build a cluster of well-informed trainers who can further roll out the training programme in states, GIZ-CSE organised a training programmes for trainers from in October 2014 and December 2014 at New Delhi. The training programme was attended mostly by those identified trainers who will further provide the training to state and city officials.

The proposed activities under this collaboration will help achieve the goal of the ‘National Urban Sanitation Policy’ of India – to transform urban India into community driven, totally sanitised, healthy and liveable town and cities.
